If you are going to renovate your home in Barcelona, one of the first procedures you must resolve is the corresponding municipal permit.

In many cases, for simple renovations, a full building permit isn’t necessary: the Assabentat is sufficient. At OAK Constructora, a Barcelona-based construction company specializing in comprehensive renovations, we’ll explain what this procedure entails and how to apply for it, as it’s a common step in most of the renovation projects we manage.

What is Assabentat?

The Assabentat (literally, “informed”) is the most agile municipal intervention regime that the Barcelona City Council contemplates for minor works.

This is a simple communication to the council, without needing to wait for a prior resolution, intended for actions that do not affect the structure, the facade or protected elements of the building.

This is the usual procedure, for example, for:

  • Interior painting.
  • Replacement of flooring and tiling.
  • Replacing kitchen or bathroom furniture without moving partitions.
  • Renovation of electrical or plumbing installations without affecting common elements.
  • Minor repairs that do not affect the structure or protected areas.

If the renovation involves changes in layout, intervention in the facade, in the structure of the building, or if the property is listed, the Assabentat is no longer the appropriate way: in those cases, a Notification or a Building License must be processed.

Step 1: The Preliminary Consultation

Before submitting any application, the City Council offers citizens an online preliminary consultation. By answering a few questions about the type of work and the property’s location, this tool indicates whether a License, Notification, Assabentat (a type of permit), or an Emergency Action is required.

At OAK Constructora we always recommend saving the result of this query, as it serves as documentary support if any doubts arise later about the regulations applied to the work.

Step 2: Gather the necessary information

To process the Assabentat it is advisable to have on hand:

  • The exact address of the property.
  • The cadastral reference, if possible.
  • A clear and precise description of the action to be taken.
  • The details of the owner (proprietor, developer or community, as the case may be).

The more precise the description of the work, the less likely the file will be delayed or additional documentation will be requested.

Step 3: Online processing

The entire process is managed through the Barcelona City Council’s Virtual Office, in the section for processing building permit applications. You will need a valid electronic identification (digital certificate, Cl@ve, or idCAT) and must meet the portal’s technical requirements to complete the application.

Once the notification has been sent, the City Council generates a PDF receipt that should be kept throughout the construction work, as it is the document that proves that the notification has been made correctly and allows you to check the status of the file.

Step 4: Start and deadline of the work

One of the advantages of the Assabentat system is its speed: in practice, work can begin very soon after submitting the notification, often the next day. Even so, it’s always advisable to check the exact date indicated on the receipt before starting work.

It is important to note that the Assabentat has a limited validity, intended for works of reduced scope, and does not allow for extension: if the deadline is exceeded without the work having been completed, it is necessary to process a new communication from scratch.

Common mistakes to avoid

In the renovation projects we manage at OAK Constructora, the most frequent errors related to this procedure are usually:

  • Starting the work without having previously verified the correct regime through prior consultation.
  • Confusing actions that do affect the structure, facade or protected elements with minor works suitable for Assabentat.
  • Not keeping the receipt for the procedure, which is the only document that proves the communication.
  • Thinking that an expired Assabentat can be extended, when in reality a new procedure must be initiated.
