When Does 10% VAT Apply to a Home Renovation in Spain? Renovation VAT 2026
When you ask for a renovation quote, VAT can make a significant difference to the final cost. The gap between 10% and 21% on a €60,000 project is €6,600, a figure worth keeping in mind if you are working out how much it costs to renovate an apartment in Barcelona. It is no small detail.
The problem is that the rules are not simple, and many homeowners and some companies apply the wrong rate simply because they don’t know better. Here we explain when the reduced 10% VAT rate applies to a home renovation in Spain in 2026. For a broader overview, you can also read how much VAT is paid when renovating an apartment.
The general rule: 21% VAT on construction work
The standard VAT rate in Spain is 21%, and it applies by default to most construction and renovation services. However, the Spanish VAT Act (article 91.One.2.10) sets a reduced rate of 10% for certain work on homes, provided a series of conditions are met.
The most common mistake is assuming that “if it’s for my home, 10% applies”. That’s not how it works.
When does 10% VAT apply to a renovation?
To apply the reduced 10% rate, all of the following conditions must be met at the same time. If even one fails, 21% applies.
1. The work is carried out on a building or part of a building used as a home
The property where the work is done must be for residential use. If it is a commercial unit, an office or an industrial building, the rate is 21% with no exceptions. You can see some examples of this kind of work in our commercial premises renovation projects.
Storage rooms and garages attached to the home can also qualify for 10% if they are renovated together with it, as part of the same project.
2. The home is at least 2 years old
The construction or last major rehabilitation of the building must have been completed more than two years before the renovation starts. Recently built new homes cannot apply the reduced rate.
3. The client is not acting as a property developer
The client commissioning the renovation must be the end user of the home: the owner, tenant, usufructuary or holder of another right in rem (if you rent, you may want to know who pays for repairs and renovations in a rental apartment). If the work is commissioned by a development company or an investor who plans to sell or let the property, 21% applies. This is a key point if you are considering buying apartments to renovate in Barcelona.
4. Materials do not exceed 40% of the taxable base
This is the point that causes the most confusion. When the renovation company supplies both labour and materials which is the usual case , the cost of the materials provided by the contractor cannot exceed 40% of the total taxable base on the invoice.
If materials exceed that 40%, the work cannot qualify for the reduced rate and 21% is applied to the entire invoice.
Practical example:
If the total quote (excluding VAT) is €50,000 and the materials supplied by the construction company come to €18,000 (36%), 10% applies. If materials come to €22,000 (44%), 21% applies.
What if the client buys the materials directly?
If the homeowner buys the materials themselves and the company only provides labour, the 40% limit does not come into play. In that case, the renovation company’s invoice is taxed at 10% on the labour amount.
Materials bought directly by the client are taxed at the rate applicable to each product (usually 21%). Before deciding, it’s worth comparing both options as part of an overall strategy to save on your renovation.
Which types of work are included and which are not?
Not every intervention in a home qualifies for the reduced rate. The law refers to renovation and repair work, not just any job. If you are unsure which category your project falls into, it helps to understand the differences between renovation and rehabilitation.
Work that can qualify for 10%:
- Complete home renovation
- Bathroom and kitchen renovations (see how much it costs to renovate a kitchen or a bathroom)
- Replacement of electrical, plumbing or HVAC systems
- Painting, wall coverings and finishes
- Replacement of windows and doors
Work taxed at 21%:
- New-build construction
- Extensions that increase the built floor area
- Renovations of commercial premises, offices or industrial buildings
- Installation of items that are not part of the building work (furniture, appliances, etc.)
What about the common areas of a building?
Work on the common areas of a residential building —staircase, lift, façade, roof— can qualify for the reduced 10% rate if the building is mainly for residential use, that is, if more than 50% of the built floor area is made up of homes. You can see examples of this kind of work in our rehabilitation projects.
The homeowners’ association must be the one that commissions the work and receives the invoice.
Common mistakes to avoid
Applying 10% without checking the age of the property. For recently built homes, the correct rate is 21%.
Not documenting that the client is the end user. If the Spanish Tax Agency reviews the invoice, the construction company must be able to prove that the client is not acting as a developer. A written statement from the client is enough, but you need to have it.
Not keeping track of the materials percentage. In material-heavy renovations kitchens, full bathrooms, flooring it is easy to go over 40%. The quote should break down labour and materials so this can be checked; that is why it is so important to have a good renovation budget.
Mixing uses on the same invoice. If the renovation affects both a home and a commercial unit in the same building, separate invoices must be issued with the corresponding rate for each part.
